Numerous problems reported in FPD

 

Troubling information has been brought to light after a five month investigation into the Fairfield Police Department showed issues with the municipal court and a lack of leadership, among other problems. The audit began in July after former Fairfield police officer Natalie Wilson filed a report in May against recently retired Chief Kenny Bulger citing a “hostile work environment.”

Bulger was placed on paid administrative leave by Mayor Kenny Hughes before returning to his post in July.

LION Leadership Institute reported finding issues with the fact that Bulger and his daughter-in-law, Donna, worked in the virtually the same office. The city’s personnel policy manual, section B-4 Anti-Nepotism, states “Employment may be restricted when an applicant or current employee is related by blood (consanguinity) or marriage (affinity) to another City employee or official.”

LION Leadership Subconsultant Mike Alexander’s reported Donna as possibly being “ineligible for City employment.”

The audit report goes on to explain that because Donna “works in the Municipal Court separate from the police department, the hire is supported by this provision” and Alexander recommended the city modify their anti-nepotism policy to conform with the City ordinance.

Concerns with municipal court

Investigator Gary Grimes interviewed Donna, asking her to explain the daily procedures of municipal court. In his case summary, Grimes states that Wilson alleged “citations were being destroyed and not going through the system…the information was given to a city councilman (name unknown)…just before she resigned from the department.”

Grimes goes on to say that phone calls to Wilson were not returned and the case was “set aside as unfounded.”

Another allegation claimed “a complaint has not been issued but information coming to Alexander from a Justice of the Peace and a city councilman (neither name listed), that Donna Bulger, Municipal Court Clerk, had funds missing and citations unaccounted for.”

After a brief interview, Grimes summarized his findings to include:

n Citation procedure – from issuance to disposition – seems to have “some control issues”

n There is no way to track citations books

n There is no “established accounting rules followed as to the accounting of money being taken in by the court and by the deposit of the same. No counting of a till or in this case a money box daily to verify cash on hand”

Grimes says in his report that to verify any missing or destroyed citations would be “time-consuming.”

Department leadership is lacking

It is stated in the report that leadership at FPD “lacks in the area of coaching, mentoring, correcting deficiencies, and enforcing standards of success.” During 2018 several
